All praise is due and belongs to Allah. May the peace and blessings of Allah be upon the noblest of His prophets and messengers, our Prophet Muhammad, his family and companions ..

In compliance with the commandment of Almighty Allah that says,

﴿ وَاعْتَصِمُواْ بِحَبْلِ اللّهِ جَمِيعًا وَلاَ تَفَرَّقُواْ

"And hold fast to the Bond of Allah, together, and do not be divided among yourselves"


And the words of Prophet Muhammad, (May the blessings and peace of Allah be upon him) , "Indeed, Allah is pleased with you about three things. He is pleased that you worship Him, not associating anything with Him, that you all take hold of the cord of Allah together, and do not be divided among yourselves and that you give good counsel to those that Allah has put in authority over you".

 Moreover, praise be to Allah, the most High, for the profound blessing He has bestowed on this country, having granted it its founder King Abdul Aziz bin Abdur-Rahman Al Sa'ud, may his soul rest in peace, who integrated the country and reunified it under the banner of Tawhid (Islamic Monotheism) and firm adherence to the bond of Allah. His noble and royal sons have tracked his approach incessantly until this prosperous reign and era of the Custodian of the Two Holy Mosques, King Salman bin Abdul Aziz Al Sa'ud, may Allah protect him, who has maintained this entity and stressed unity among its members and foreign residents shading themselves with the shade of security, stability and prosperity.

As a token of contribution from the Islamic University in view of its global vision and mission and to perform its legal duty and national demand of achieving unity and concord, and abstaining from partisanship and parting, and based on the sublime approval of the Custodian of the Two Holy Mosques King Salman bin Abdul Aziz Al Sa'ud, the Islamic University grabs the honour to hold this conference under the title: (Achieving Unity and Leaving off Partisanship and Disunity is a Legal Obligation and National Requirement) on Wednesday and Thursday 17-18, Rabi' At-Thani, 1437AH, corresponding to 27-28 January, 2016, under the auspices of His Excellency, the Minister of Education, Dr. Ahmad bin Muhammad Al-'Eisa.

The conference was innaugurated on Wednesday morning, 17 Rabi' At-Thani, 1437AH, with the presence of His Excellency Dr. Abdullah bin Muhammad Al Sheikh, Chairman of the Shura Council, and His Excellency Prof. Abdur-Rahman bin Abdul Aziz As-Sudais, General President of the Affairs of the Sacred Mosque and the Prophet's Mosque and an imam and orator of the Sacred Mosque. Also present were their Excellencies, ex-presidents of the Islamic University: Dr. Saleh bin Abdullah Al-'Ubaid, Dr. Saleh bin Abdullah Al-'Aboud, Prof. Muhammad bin Ali Al-'Uqla, and Dr. Abdur-Rahman bin Abdullah As-Sanad, General President of the Commission for Promotion of Virtue and Prevention of Vice. The attendance also included each of: His Excellency Sheikh Abdullah bin Sulaiman Al Manee', an adviser at the Royal Divan and member of the Council of Senior Scholars, His Excellency Prof./ Sheikh Abdullah bin Muhammad Al-Mutlaq, adviser at the Royal Divan and a member of the Council of Senior Scholars, His Excellency Sheikh/Prof. Ahmad bin Sair Al-Mubaraki, member of the Council of Senior Scholars, His Excellency Sheikh/ Dr. Qais bin Muhammad Al Mubarak, member of the Council of Senior Scholars, His Eminence Sheikh  Abdul Karim Saleem Al-Khasawinah, Grand Mufti of the Hashemite Kingdom of Jordan, and a number of august guests, researchers, faculty members and students of the University and schools.

The conference seeks to achieve the following objectives:

  1. Expound the importance of unity and the danger of division and partisanship.
  2. Expound the reasons for deviation in the concept of Muslim Community and unity
  3. Portray the position of the Islamic legal founding principles and the risks of compromising them.
  4. Lay emphasis on guarding the five basic legal necessities.
  5. Expound the danger of encroaching upon the rights of the ruler in issues of passing legal opinion and judgment.
  6. Reaffirm the promotion of national unity.


Basic themes of the conference:

First: Muslim Community and the means of preserving it.

Second: Separation and partisanship, their bad impacts and ways of remedying them.

Third: Practical and legal application of the concept of "Muslim Community" in the Kingdom of Saudi Arabia.

Fourth: Role of State institutions in preserving the Muslim Community.


The conference was approved and given attention by great scholars, thinkers, researchers, specialists and students from within and outside the Kingdom, where (277) research works were presented to the conference. (67) research works out of the scientifically arbitrated researches passed the arbitration and dealt with topics falling under the various themes of the conference. Abtracts of selected research works were delivered in (9) scientific sessions, which received scientific interventions and meaningful discussions, with the participation of researchers and guests of the conference including dignitaries, excellencies, learned scholars and intellectuals, from within Saudi Arabia and abroad. However, the conference arrived at the following recommendations:


  1. The conference underlines that adheerence to the Muslim Community is a great principle of Islam. It has been magnified by the commandment of Almighty Allah in His holy book, and commandment of the Prophet, (May the blessings and peace of Allah be upon him)  in his tradition. The conference also emphasizes that the Muslim Community are those who cling to the guidance of the Prophet (May the blessings and peace of Allah be upon him)  and his companions in knowledge and action and cling to the Muslim Community and its leader, not denying obedience to anyone whom they are obliged to obey, as opposed to the people of whims and innovations among the Kharijites and others, and that the correction of belief and arbitration of the Islamic legislation is of the greatest reasons that allow Muslims to achieve harmony, unite them and enhance their adhereance to the Muslim Community.
  2. The conference affirms that there is no Islam without adherence to the Muslim Community, and there is no community without leadership, and there is no leadership without heeding and obedience because obedience to the ruler has great aims and objectives in Islamic law. It helps to organize, correct and moderate the affairs and conditions of the Muslim Ummah. It further confirms that the religious and national responsibility of Muslims toward their homelands, unity and achievements is great.
  3. The conference expresses support for the religious approach upon which the Kingdom of Saudi Arabia is established and its aplication of the stipulations of the Qur'an and Sunnah in all regulations, decisions and procedures to maintain the cohesion of the community, reject division, partisanship, and extremism, fight against terrorism in all its forms and manifestations, prosecute perpetrators and agitators of terrorist acts, bring them to justice, and enforce the judicial pronouncements on them without discrimination for any illegal consideration, in application of the pristine Islamic law, to protect rights, administer justice, maintain security of the society and deter all tempted persons to spread corruption in the land. The conference pays tribute to the efficiency, independence and impartiality of the Judiciary of Saudi Arabia, which is derived from the Shari'ah.
  4. The conference acclaims the great efforts made by the Custodian of the Two Holy Mosques King Salman bin Abdul Aziz Al Sa'ud, may Allah protect and preserve him, to achieve harmony and unity including the composition of the Arab Coalition and the Islamic Military Alliance under the leadership of Saudi Arabia, to counter hazards and threats to the Arab and Muslim worlds.
  5. The conference urges the publication of the texts of the Qur'an and Sunnah that establish and confirm unity and warn against partisanship, separation and violation of the opinion of the Muslim Community in that upon which its affair has been settled regarding issues that serve the development of the spirit of citizenship, and urge to strengthen national unity and jettison anomalies and opposition. The conference also stresses the need to protect the religious texts from wrong interpretation, or twisting the direction of facts and events to farfetched provisions that do not serve the real purposes.
  6. The conference advices scholars, preachers and students to guide people especially the youth to the importance of unity and enormity of separation and partisanship and the resulting solemn consequences. It also stresses the need for the family to protect its members in order to avoid their involvement in deviant or terrorist groups.
  7. The conference indorses that many of the negative attitudes towards leaders and guardians are either due to the ignorance of some people about the obligation of obedience to the leader, or due to their short-sightedness or ill-intention and intent, and that fixing them requires awareness about the religious provisions and broad consideration of their areas and to warn against the dire consequences and damages resulting from those negative attitudes about the leaders, in order to achieve harmony, protect national unity, support the home front, and ward off plots.
  8. The conference recommends focusing on the achievement of unity and its requirements, and dissemination of its culture in Muslim societies, in the framework of Islamic legal controls, through mosques, educational institutions, charities and Islamic propagation associations. The conference also warns of the reasons for abandoning the Muslim Community, and distracting it from its reality. These include the presence of secret parties and organizations.
  9. The conference emphasizes the importance of using modern communications technology to create Islamic scientific sites based on the "Internet", to entrench the culture of unity and adherence to the Muslim Community, and to monitor every spoken or written stuff raising sedition, and can cause division and separation, and to study them in-depthly through specialists in all fields, and to rejoin to them scientifically with a clear approach and style, in different languages.
  10. The conference recommends that the various available media should include adequate information stuff for each age and stage, embodying dissemination of awareness of the significance of the Muslim Community and obedience to its leader, and warning against disunity and factionalism, and play its role in the support of national unity, advancement of the homeland, and preservation of its security and achievements.
  11. The conference recommends to learned scholars, intellectuals, journalists and the various media the importance of offering mature content, supported by texts, and professionally presented, in a manner that the approach of the rightly guided and orthodox predeccessors in issues regarding the Muslim Community and obedience to the ruler, is highlighted, due to the fact that sectors of the society are generally influenced by the media and social networks in particular.
  12. The conference considers the importance of activating the purpose of unity and harmony in the teaching and education system, and to include texts from the Qur'an and Sunnah that command unity and denounce partisanship and conflict, and emphasize the preservation of national unity, and legitimate achievements that protect the entity and components of the nation, at different levels of the educational curricula.

In conclusion, conference participants recommend to give their sincere thanks and profound gratitude, to the Custodian of the Two Holy Mosques, King Salman bin Abdul Aziz Al Sa'ud, may Allah protect him, for his blessed efforts in uniting the Arabs and Muslims, paying attention to affairs of both the Arab and Muslim nations, and for his royal approval to hold this conference in the premises of the Islamic University of Madinah and to send  telegrams of thanks and appreciation to the following persons:

  • His Royal Highness Prince Muhammad bin Naif bin Abdul Aziz Al Sa'ud, Crown Prince, Deputy Prime Minister and Minister of the Interior.
  • His Royal Highness Prince Muhammad bin Salman bin Abdul Aziz Al Sa'ud, Second Crown Prince, Second Deputy Prime Minister and Minister of Defense.
  • His Royal Highness Prince Faisal bin Salman bin Abdul-Aziz, Governor of Madinah Region, for the follow-up of the Islamic University and its activities.
  • His Excellency Dr. Ahmad bin Muhammad Al-'Eisa, Minister of Education, for patronizing the conference, and for his support for all functions and activities of the University.

Participants in the conference led by the acting President of the Islamic University Prof. Ibrahim bin Ali Al-'Ubaid, also give sincere thanks and appreciation to the Islamic University,  for the great efforts in organizing the conference. They extend thanks to  the operating committees for the good preparation, quality of regulation and striking attention giving to the participants and audience.
